noaa palette: rebuilt from the NOAA emblem colours -- deep navy sea, NOAA blue sky, light blue, pale blue, and the white gull. A simplified, non-official emblem drawn in R and in Python ships in man/figures/noaa_emblem_r.png and noaa_emblem_python.png.
Total palettes: 7716 (up from 7704).
Bug fix (lucky()): the random-pick helper indexed sysdata positionally with a hard-coded pool of 7140, which (a) ignored the newest palettes and (b) could land on the internal cpt_names entry and crash. It now derives the pool from the palette names and looks up by name.
Bug fix (find_cpt()): returned duplicated names (the internal names vector held 8462 entries for 7704 palettes). It now searches the unique palette names, so every result is directly usable in cpt().
Data layout: cpt_names is now stored as the last element of sysdata, so positional access to sysdata[[i]] always yields a palette.
Tests: added NOAA coverage (key-colour assertions for the emblem ramp, NWS, NHC, NEXRAD, wind chill) and a regression test that lucky() never returns the internal names vector.
